Amendments to the Annex VI of  MARPOL  73/78 enter into force internationally on 1-January-2013.

The Hong Kong Marine Department issues Merchant Shipping Information Note regarding to advise the parties concerned of the amendments to the Annex VI to the MARPOL 73/78 that will enter into force internationally on 1 January 2013.

The Marine Environment Protection Committee (MEPC) of the International
Maritime Organization at its 62nd session (MEPC 62) adopted the resolution MEPC.203(62) to amend the Annex VI to the MARPOL 73/78. A new Chapter 4 was added to make the Energy Efficiency Design Index (EEDI) for new ships and the Ship Energy Efficiency Management Plan (SEEMP) for all ships mandatory. The amendments apply to all ships of 400 G.T. and above and will enter into force on 1 January 2013.

MEPC has also developed the following Guidelines to facilitate the implementation of the new amendments:

  • Resolution MEPC.212(63) - 2012 Guidelines on the method of calculation of the attained Energy Efficiency Design Index (EEDI) for new ships;
  • Resolution MEPC.213(63) - 2012 Guidelines for the development of a Ship energy Efficiency Management Plan (SEEMP)
  • Resolution MEPC.214(63) - 2012 Guidelines on Survey and Certification of the Energy Efficiency Design Index (EEDI)
  • Resolution MEPC.215(63) - Guidelines for calculation of reference lines for use with the Energy Efficiency Design Index (EEDI)
