More than 18,000 Port State Control inspections annually take place on board foreign ships in the Paris MoU ports, ensuring that these ships meet international safety, security and environmental standards, and that crew members have adequate living and working conditions. The basic principle is that the prime responsibility for compliance with the requirements laid down in the international maritime conventions lies with the shipowner/operator.

The booklet can be downloaded for free and serves as an easy at hand guidance offering a quick introduction to how to prepare for inspections by Port state Control Officers. It also offers advice to the crew on how to avoid unnecessary problems when calling at a port in the region and reflects on the best practices and code of good conduct during inspections. Lastly, the guide advises ships on how to comply with regulations when calling at a port or anchorage within the Paris MoU region.
