  • General Consul of Panama in California where he was able to  coordinate the development of the maritime inspection system of Panamanian vessels throughout the west coast of the United States.
  • Installed representative offices of The Panammanian Merchant Marine Directorate (Secnaves) in the the ports of: Vancouver, Seattle, San Francisco, Los Angeles and San Diego.
  • Technical and financial Advisor for The Environmental Company Protection Services Inc. of the Republic of Panama. This company is dedicated to the supply of oil and fuel via ocean passage.
  • Contributed to the formation of the Belize Government Maritime Laws
  • Contributed as a consultant in the development of the Merchant Marine Laws of Honduras
  • Technical and Financial consultant to the Government of Bolivia
  • Participated in the signing of the Free Trade Agreements between USA –Panama and Singapore-Panama.
